Is Google finally building its own Pixel Phone? Maybe, though this report doesn't offer a lot of new info. What they are describing could also be a re-brand of the Nexus line (which might make sense given that Google has already announced that they are going to take more control over design, hardware and software).
All this doesn't answer one very important question: WHY is Google actually doing this given that they constantly tried to downplay the role of Nexus devices in the past and even sold Motorola after alleged pressure by some of their partners? So: What has changed in the Android ecosystem since then? Unfortunately I can't offer you a solid answer on this one but at least I've got a nice (=slightly crazy) conspiracy theory for you: What if Google already knows, that one of their major partners - say... Samsung - plans to leave Android behind? Yep, then producing high-end smartphones would totally make sense for Google. If they don't think anyone else in the Android world will be able to challenge Samsung (or Apple for that matter) they basically have to get into the hardware business themselves to protect Android from being pushed to the side-lines.
Ok. Maybe not so crazy after all ;) (though I still think that it would be a very risky move for Samsung to move away from Android)
